Check the parcel before preparing the package.
The city directs applicants to the Orange County Property Appraiser property search to verify that the municipality is Orlando. If it is unincorporated Orange County, use the county process; if it is another municipality, confirm that city’s instructions. See Orlando’s eligibility guidance.

Complete the application.
Choose the correct form and identify the digital applicant. The city’s quick-start instructions use email intake for the application; check the current forms and submission instructions for your permit type.
Watch for the invitation.
After processing, the city emails the digital applicant a ProjectDox invitation. Commercial projects have a 25% non-refundable plan review deposit before the invitation. See the city’s process.
Upload and follow through.
The city’s quick-start guide calls for one drawing sheet per file, file names that match the plan index and unchanged file names when revising an existing sheet. Complete the upload or resubmittal task after the files are ready.
Avoid gaps between the form and the drawings.
Property and contacts.
Keep the address, parcel, owner, contractor and digital applicant consistent across the package. Confirm the applicant can receive city emails and access the plan review task.
Scope and supporting files.
Match the selected permit to the actual work. Check the city’s residential checklist or the applicable commercial instructions for plans, product approvals and other scope-specific documents.
Comments and revisions.
Keep a response list tied to reviewer comments and revised sheets. Identify missing input from the contractor or designer before a new upload so the correction package can be checked together.
Before you apply.
Does an Orlando mailing address confirm city jurisdiction?
No. Check the parcel’s municipality through the Orange County Property Appraiser. Orlando’s own guidance says the municipality must be Orlando for city services. A county parcel can still have an Orlando mailing address.
Who receives the ProjectDox invitation?
The digital applicant named on the application receives the city’s invitation after processing. Use an email address the responsible applicant monitors and arrange access for the people who will upload or respond.
Are the application and plans submitted at the same time?
They are separate steps in the city’s published process. Submit the application first. Once it is processed, follow the ProjectDox invitation and upload instructions; commercial projects also have a plan review deposit step.
Does preparing a file in permitOS submit it to Orlando?
No. Direct AHJ filing is not currently integrated. Preparation and tracking in permitOS do not replace the city’s application or ProjectDox submission.
