Residential New Construction Permits
Building a New Home Starts With a Permit Process That Looks Nothing Like a Renovation
Ground-up residential construction is reviewed differently than an addition, alteration, or remodel. Building departments evaluate the entire proposed home — site layout and setbacks, foundation and structural design, energy code compliance, and how the home will connect to utilities or septic — before a permit can be issued. That review touches more departments and more documentation than most homeowners or first-time owner-builders expect.
Gold Standard Builder Services provides professional permit management for new single-family residential construction throughout our served Florida jurisdictions. We work with homeowners building a custom home, small residential builders and contractors, and owner-builders navigating the process for the first time, helping keep the permit package organized and moving from initial application through the final inspections that lead to a Certificate of Occupancy.
Whether you're building a custom home on an existing lot, a spec home for resale, or installing a modular or manufactured home, our goal is the same: help you submit a complete, well-organized permit package and stay on top of it through issuance and closeout.
A new home permit is reviewed as a complete structure, not a modification.
An alteration or remodel permit is typically scoped to the work being performed on an existing structure. A new residential construction permit is scoped to the entire home. That means the reviewing jurisdiction is evaluating the full site plan and setback compliance, the foundation and structural design, whole-home energy code compliance, and how the property will be served by public utilities or a septic and well system, in addition to the building, electrical, mechanical, and plumbing systems that any permit involves. Understanding this scope up front — and preparing documentation accordingly — helps avoid avoidable delays later in review.
Our experience includes permit management for a range of new residential projects.
Custom Single-Family Homes
New homes designed and built to an owner's specifications on an individual lot, coordinated with the owner, architect, and builder.
Spec Homes
New homes built by a builder or developer for future sale, permitted ahead of or alongside marketing and construction.
Modular & Manufactured Home Installations
Permitting for factory-built homes being set and installed on a permanent residential lot.
Multi-Generational & ADU-Inclusive Homes
New homes designed with attached in-law suites or accessory living space included as part of the original new construction plan.
Our role extends well beyond submitting the application.
Gold Standard Builder Services acts as a central point of coordination throughout the new construction permitting process by assisting with:
- –Permit application preparation
- –Jurisdiction-specific requirements
- –Site plan & setback documentation
- –Utility & septic/sewer coordination
- –Design team communication
- –AHJ correspondence
- –Permit status monitoring
- –Review comment tracking
- –Resubmittal coordination
- –Permit issuance & closeout support
Even well-planned new home projects run into permitting friction.
- –Site plan & setback compliance
- –Energy code documentation
- –Utility & septic/sewer determination
- –HOA requirements that don't align with jurisdiction requirements
- –Owner-builder documentation requirements
- –Incomplete structural or foundation drawings
- –Product approval documentation gaps
- –Coordination gaps between design disciplines
Many of these issues can be identified before submission through a structured permit readiness review, and where an HOA's design requirements differ from what the jurisdiction requires, it's worth flagging that difference early rather than discovering it mid-review.

The Future of Permit Management
Introducing permitOS™
Gold Standard Builder Services is actively developing permitOS™, an intelligent permit management platform built from 20+ years of real-world permitting experience. Powered by PREiQ™, permitOS™ is designed to evaluate a new home permit package before submission by identifying missing documentation, flagging inconsistencies between site plan and structural drawings, and improving overall permit readiness.
The same practical knowledge our team applies to residential new construction permitting every day is being incorporated into technology that will help homeowners, owner-builders, and contractors prepare stronger permit submissions in the future.
Learn About permitOS™Common questions about residential new construction permitting.
Does an owner-builder need a licensed contractor to build a new home?
Generally, a licensed contractor is required to accept permit issuance for residential construction. Florida law provides an owner-builder exemption under Fla. Stat. 489.103(7)(a) that allows a qualifying property owner to act as their own contractor in certain circumstances. Requirements and documentation for this path vary by jurisdiction and project, so it's worth discussing your specific situation with us early.
Can you coordinate with our architect or engineer during permitting?
Yes. We routinely coordinate with architects, engineers, designers, contractors, and homeowners throughout the new construction permitting process.
Do you handle new home permits in multiple jurisdictions?
Yes. We currently support new residential construction permitting in Orange County (Unincorporated), the City of Orlando, and Seminole County (Unincorporated), and we continue expanding our jurisdiction coverage across Florida.
How is new construction permitting different from a renovation permit?
New construction permitting generally involves a fuller review than an alteration or remodel, including site plan and setback review, foundation and structural review, energy code compliance for the whole home, and a utility or septic/sewer determination, in addition to the standard building, electrical, mechanical, and plumbing review most permits require.
